Description
Solid waste management issue is the biggest challenge to the authorities of both small and large cities. Municipalities; generally; are responsible for the waste management. The Kirtipur municipality has public-private partnership (PPP) arrangement for waste management exists in the municipality, however, the existing private waste collectors have covered few and some communities are still deprived of waste collection service. Less than 40% of the total households are getting door-to door collection from these operators, where partial amount of organic waste is treated and composted and the majority of inorganic waste are disposed to the neighboring landfill site. Likewise, the municipality lacks scientific SWM and treatment plant. Also the municipality lacks adequate waste collection service and strategic waste management plan for the entire municipality. The Solid Waste Management Act of 2011 requires local authorities to make provisions to identify and acquire lands suitable for landfill use. However, they do not have enough allocated funds for land acquirement. These local authorities also have no prepared long-term plans for effective Solid Waste Management in their respective jurisdictions. Hence, it is urgent that alternative ways to provide efficient solid waste management service in cities and emerging town, Kirtipur municipality is considered.
As a support to improve the solid waste management in Kirtipur municipality, BORDA and ENPHO, under IUWM project embarked on a journey to partner with the municipality for the study of waste generation and composition to develop a SWM strategic plan of Kirtipur municipality.
Objective:The main objective is to develop a strategic document on municipal solid waste management for Kirtipur Municipality, comprising short-term and long-term plans.
The specific objectives are to:
- Understand the existing waste management system in Kirtipur Municipality.
- Develop a pathway for further detail survey to identify the possible waste management and treatment technology for the municipality.
- Support in improving an appropriate institutional setup for sustainable solid waste management.
- Prepare the Solid Waste Management Strategy based on the prevailing waste management acts and regulations, and other associated acts/regulations and guidelines.
- Support municipality for providing overview status of solid waste management in the municipality through assessment and help municipality to decide the appropriate technology in the municipality.
