Description Citywide Inclusive Sanitation (CWIS) - a public service approach to planning and implementing urban sanitation system has emerged to achieve outcomes of Sustainable Development Goal  6 as a sectoral response to the failure of the conventional approach which focuses on  infrastructure investment for sewer expansion, to address the needs of the urban poor and being financially sustainable. The Ministry of Water Supply (MoWS) has been supporting and building the capacity to develop WASH Plans of municipalities. Mobile to Web-based Geo Referred Software Tool is being utilized to collect and analyze information and manage information management systems nationwide. 

As per WASH Plan 2023 of Lahan Municipality, only 17.8% use safely managed water while 4.4% use basic and 0.17% use limited water supply services. 75.46% are still lacking piped water supply services. Tube well system forms 41.7% of total water supply coverage. Similarly, 8.4% use safely managed and 75% use basic sanitation services, forming a total of 83.4% having access to sanitation services. 0.59% use limited sanitation facilities. Out of 72 schools (17007 students), 59 schools (15507 students) have access to basic sanitation facilities, 9 schools (1129) have access to limited sanitation facilities and 4 schools (371 students) do not have access to any sanitation facilities. Out of 12 HCFs (541 population), 9 have limited facilities, 1 has basic sanitation facilities and 2 do not have sanitation facilities. Flushing toilets constitutes 3.82% of the HHs. Pour flush constitutes 79.53% of the HHs. There are 17 water supply systems (28352 population-24.54%) and 1108 tube wells (7189 population) in Lahan. As part of WASH plan, WaterAid Nepal seeks consultant to develop a comprehensive sanitation plan for Lahan Municipality to achieve safely managed inclusive sanitation status.
EcoConcern, in association with Clean Development Consult, has been working in close coordination with WaterAid Nepal to prepare a comprehensive MWIS plan of Lahan Municipality. 

Objectives:
The major objective of this assignment is to facilitate the drafting of a municipal wide inclusive sanitation plan of Lahan Municipality as part of the WASH plan. The specific objectives of the assignment are to: 

  • Support the Lahan Municipality in conducting sanitation situation analysis across core outcomes and function of CWIS framework. 
  • Draft costed comprehensive municipal wide inclusive sanitation plan along with funding/financing strategy for the Lahan Municipality based on findings of sanitation situation analysis.
  • Incorporate feedback and comments of Lahan Municipality and WAN and finalize the plan.
